PENN Entertainment and the Hollywood Casino online app
PENN Entertainment runs regional casinos across the country, and several of them are racetrack casinos. For years its online casino ran inside the sportsbook app; the standalone Hollywood Casino online product arrived in December 2024, ahead of the timeline executives had given that autumn, and was available on iPhone, Android and desktop from day one.
The app is published by Score Media and Gaming, the theScore company PENN bought, and it runs on PENN’s own technology. Accounts are shared with theScore Bet sportsbook, which carried the ESPN Bet name until December 1, 2025. Players with an existing sportsbook login use the same credentials, wallet and verification documents in the casino.
Three states, three license hosts
The rollout moved quickly once the standalone app was live. Michigan followed in January 2025, New Jersey on March 11, 2025 and West Virginia in August 2025, making three US states plus Ontario. Each state sits on a different license, and one of those hosts is a PENN racino with its own page here.
| State | Regulator | License host |
|---|---|---|
| Michigan | Gaming Control Board | Hollywood Casino at Greektown, Detroit |
| New Jersey | Division of Gaming Enforcement | Resorts Casino Hotel, Atlantic City |
| West Virginia | West Virginia Lottery | PENN’s state property, Hollywood Casino at Charles Town Races |
Charles Town’s license is the racino link. Hollywood Casino at Charles Town is PENN’s West Virginia racetrack casino and holds the license the Hollywood Casino app runs under there. The Lottery Commission oversees it, and the West Virginia online guide lists the other brands in that market, each with its own terms line and helpline.
The new player bonus
The new player bonus in October 2026 was built around 300 Bonus Spins. A cumulative $5 cash wager releases the first 30, worth $0.20 each, and opting in on each of the next nine days adds 30 more. Every batch is tied to listed slots and must be used within 7 days of arriving, according to PENN’s own terms page.
All three states add a second layer: net losses over the first 24 hours come back up to $500 in PENN Play Credits, valid for 7 days, with live games, craps, roulette and baccarat excluded. The new player bonus changes by state and by month, so the offers box on this page shows each version with its terms line.
Games and the Casino Floor lobby
At launch PENN counted more than 700 games; by October 2026 the slot count alone stood above 1,100. The house studio, PENN Game Studios, supplies originals such as Legendary Larry and Wuji Mines, which appear only on PENN’s apps. Bespoke live dealer tables carry Hollywood branding rather than a studio’s standard look.
A Casino Floor lobby gathers virtual versions of slot machines found on PENN’s land-based floors, so a player who knows a cabinet at Charles Town can look for it online. DropZone Jackpots, a set of progressive prizes, run with separate rules in New Jersey and Michigan, and daily promotions cycle through the help centre’s terms pages.
Banking: deposits, withdrawals and the cage
PENN lists a broad cashier, though availability differs by state. Deposits are instant on every method except wire transfer, which needs $10,000 at minimum. Withdrawals must go to a method already verified by a deposit, so a player who wants to cash out to PayPal needs to have deposited with PayPal first.
- Debit card: instant after approval, up to $50,000 per transaction, not offered in Michigan
- PayPal and Venmo: instant to the wallet once approved
- Online banking through Trustly: instant at real-time banks, otherwise two to three business days
- VIP Preferred ACH eCheck: two to three business days
- Skrill, wire transfer and paper check also listed
The racino link shows up most clearly at the cage. Cash withdrawals can be collected at 13 participating PENN casinos, including Hollywood Casino at Charles Town in West Virginia. The money waits 7 days after approval, and the holder must bring ID, the username and the voucher number, since the cage pays only against an approved request.
Hollywood Casino online app ratings
On October 21, 2026 the iPhone app showed 4.7 stars from about 20,000 ratings, and the current version is a download of about 238 MB that needs iOS 17 or later. The help centre notes that iOS 16 and Android 11 support is being retired, so older phones may need an update before the app installs.
Location checks run before any game loads, as all three regulators require, and two-step authentication protects the login. Help comes through the online help centre and by email at [email protected]. Michigan players should note that debit card withdrawals are not offered there, so PayPal, Venmo or online banking are the usual routes out.
PENN Play rewards online and at the track
Every player who registers in the Hollywood Casino online app is enrolled in PENN Play. Online play earns one tier point for every $12 of coin-in on slots and video poker and every $10 on online table games. The earning year runs from May 1 to April 30, and tier status applies across PENN’s 35 or more PENN Play locations.
That network includes racinos well beyond the three online states, such as Hollywood Gaming at Dayton Raceway in Ohio, where the card works on the casino floor although Ohio has no online casino. PENN Cash is spent one for one in PENN’s online marketplace, and PENN Play Credits carry a single 1x wager requirement in the Hollywood Casino online lobby.
Limits, exclusion and this review’s scope
For this review, the tools that matter are the deposit, time and wagering limits in the Hollywood Casino online account area, and players in each state can join its self-exclusion list. Anyone under 21 or on an exclusion list who plays loses any winnings and the account. The 1-800-GAMBLER line is free and open around the clock.
