How Rosie’s Gaming Emporium fits Virginia law
Rosie’s Gaming Emporium exists because of a 2018 state law allowing historical horse racing machines at Colonial Downs and its satellite wagering facilities. Satellites can open only in localities that approved off-track betting at a referendum, so the first parlors went to places that had already voted yes. The Virginia Racing Commission licenses each site.
The model ties every location to live racing. Rosie’s revenue pays purses at Colonial Downs, and the network has let race days rise from fifteen in 2019 to more than forty. On each pool, state law sets aside 1.30 percent for local governments, the problem gambling fund, equine programs and a state license tax.
Rosie’s in Richmond and the Richmond area
Richmond has the densest cluster of Rosie’s Gaming Emporium sites. Rosie’s Richmond on Midlothian Turnpike has about 1,200 games, among them what the operator calls the region’s largest collection of Ultimate Fire Link titles, and it is the location with The Playbook Sports Bar + Grill. It is open around the clock; free bands play on Friday and Saturday nights.
North of the city, Roseshire Gaming Parlor opened at the Staples Mill Shopping Center in Henrico in 2025 with 175 machines, a bar and the Crimson Kitchen, open 8 a.m. to midnight. County officials opposed the license and wanted a local vote; the operator relied on an older referendum. New Kent is roughly half an hour east of Richmond.
Hampton, Vinton, Emporia and Collinsville
Rosie’s Hampton, on Power Plant Parkway, is open 24 hours and offers 38,380 square feet of gaming floor with 1,270 parking spaces. Rosie’s Vinton, outside Roanoke, has around 500 games, a high-limit area, a 280-space parking garage and live music on weekends; it runs from 8 a.m. to 2 a.m., staying open until 4 a.m. on Fridays and Saturdays.
Emporia, opened on September 25, 2023, has 150 games with separate smoking and non-smoking areas and keeps the same hours as Vinton. The smallest site, Rosie’s Game Room in Collinsville, holds 37 games and a betting counter inside a hotel, opening at 10 a.m. and closing at midnight or 2 a.m. on weekends.
The Rose Gaming Resort in Dumfries
The Rose is the flagship of Northern Virginia, about 30 miles from Washington, D.C., built on the former Potomac Landfill. After a soft launch on October 23, 2024, it offers more than 1,600 games, eight bars and restaurants and a hotel with more than 100 rooms. An off-track betting room is open seven days a week for live racing.
Dining runs from the 1609 Prime Cuts + Cocktails steakhouse to The Playbook Sports Bar + Grill and the Market Street food hall, which includes Crabtastic, Southern Spin Kitchen, R’ Burger and Mama Mia’s. Free live music plays at The Playbook on Fridays and Saturdays. The operator is converting the remaining 79 acres of the landfill into a public park.
