Who runs TwinSpires
Churchill Downs Incorporated reports the service in its Wagering Services and Solutions segment, next to the United Tote totalisator business and Exacta Systems. Its 2025 annual report describes an advance-deposit wagering operation that runs TwinSpires.com, BetAmerica.com and several white-label platforms, and holds an Oregon license as a multi-jurisdictional hub for interactive wagering.
The account opened to the public on May 2, 2007. A month later, Churchill bought the assets of AmericaTab, Bloodstock Research Information Services and Thoroughbred Sports Network for $80 million, and in November 2007 it folded those wagering sites into a single TwinSpires brand. That purchase is why Brisnet past performances and racing statistics sit inside the product today.
Churchill also owns racetracks with gaming floors. Presque Isle Downs in Erie has been part of the group since January 2019, Turfway Park in northern Kentucky since October 2019, and Derby City Gaming runs historical horse racing machines in Louisville. A sportsbook and online casino under the same name were closed down in 2023.
Where TwinSpires is legal among WV, NJ and MI
The operator’s promotions terms list the states where it accepts accounts, and West Virginia is on that list. A player needs a home address in an accepted state, and the sign-up form checks it. The West Virginia guide lists every racing app accepted in that market, with each app’s state terms line and any excluded tracks.
Michigan took a longer road. When the Gaming Control Board ordered advance-deposit operators to stop on January 1, 2025, because the state had no licensed track running, Churchill kept taking bets and saw its license suspended on January 7. It then sued, arguing that the federal Interstate Horseracing Act made state approval unnecessary for interstate wagers.
The Sixth Circuit agreed in December 2025, and Judge Hala Jarbou of the Western District of Michigan granted summary judgment and a permanent injunction in January 2026. TwinSpires therefore kept taking Michigan wagers after the federal ruling in its case. The Michigan guide covers the state’s racing market and how the board’s order shaped it.
Tracks, video and Brisnet data in the TwinSpires app
The racing menu covers thoroughbred, harness and quarter horse cards, from the Kentucky and New York circuits to Del Mar, Keeneland and international racing on big days. TwinSpires TV streams live races free with registration, and the help pages note that some video depends on a minimum level of wagering on the account.
Handicapping is where the 2007 purchase shows. Brisnet, the statistics business Churchill bought that year, supplies past performances and race data, and its numbers feed the free handicapping information, race-day picks and expert analysis the app lists. Paid Brisnet products remain on sale for players who want the full past performance files.
The bet menu follows each host track’s program, from win, place and show to exactas, trifectas, superfectas, daily doubles and pick wagers across several races. A wager pad lets players build multi-leg tickets on a single screen, and live programs carry scratches, results and race-day news, so a whole card can be handled without leaving the app.
The TwinSpires app on iPhone and Android
The iPhone version, listed as TwinSpires Bet on Horse Racing under Churchill Downs Technology Initiatives Company, held a 4.8 average from about 90,600 ratings when checked in October 2026, with version 3.36.0 released on October 15. An Android version is offered too, and both are racing apps only, with no sports betting inside.
The listing promises live streaming of the day’s racing and video replays, the wager pad, free handicapping information and weekly bonuses and promotions. Players in Michigan and West Virginia log in to the same app on any device, and the cashier, rewards balance and wagering history all sit in the account section.
Deposits and withdrawal options
Funding choices are broad. ACH Fast & Free Online Banking starts at $10 and carries no fee. Visa and Mastercard deposits cost $5, start at $1 and run to $1,000 per transaction, Apple Pay, PayPal and Venmo deposits also cost $5, and PayNearMe takes cash at CVS, 7-Eleven and Family Dollar, up to $500 a day.
The withdrawal route is narrower: My Account, then My Funds, then Withdraw. Paper checks, ACH Fast & Free Online Banking and PayPal are offered, the last two only for verified accounts that have already deposited by that method. An ACH withdrawal takes up to five days, PayPal up to five business days and a check up to 15 business days.
TwinSpires review of rewards and support
Every account earns TSC Elite points: one per dollar wagered at most tracks and four per dollar at tracks owned by Churchill Downs. Points are redeemed in multiples of 100, with 1,000 points worth $1 in wagering credit, and each point expires 12 months after it is earned. Bronze, Silver, Gold and Platinum VIP levels add monthly multipliers.
Player Services answers on 1-877-774-7371. Anyone weighing this review against other apps can compare the FanDuel Racing and AmWager profiles, which cover some of the same states. Setting a monthly budget before a first deposit keeps racing a pastime, and 1-800-GAMBLER offers free, confidential help to players and families in difficulty.
How a TwinSpires bet reaches the track
A ticket placed in the app is transmitted to the host track and commingled with the money bet there, as the pari-mutuel guide explains. The track removes its takeout, set by its racing state, and winners share the rest at the tote price. Part of that takeout returns to the host track and its horsemen as a fee.
That link matters most at tracks with gaming floors, where slot revenue already feeds purses. A bet on a racino track, such as Presque Isle Downs, supports the meet in the same way as a ticket at its windows. The horse racing schedule shows which racino tracks run live each week, so a bettor can see where racing is on.
